Technical momentum and excess capital outweigh the still-manageable reserving, Health and M&A risks.

Latest call · H1 2023

Buy: AXA delivered €4.1bn of 1H underlying earnings (+5%), underlying EPS growth of 8%, 16.6% ROE and a 235% Solvency II ratio.

The investment case is supported by 7% P&C growth, improving technical margins and lower interest-rate risk, although UK Health claims frequency, unexplained frequency deterioration in Germany and Ireland, PFAS exposure and paying 11x earnings for Laya Healthcare temper the upside.

Near term

The stock should remain sensitive to confirmation that AXA can exceed its €7.5bn 2023 underlying-earnings objective and deliver 25–30 Solvency II points of normalized capital generation.

UK Health pricing, claims steering and frequency trends are key near-term earnings risks; management expects further impact in 2H23.

Germany and Ireland Personal lines require additional pricing after unexpected frequency increases, despite pricing broadly keeping pace with inflation.

Laya Healthcare adds roughly 5% to AXA’s existing Health footprint, but the €650m purchase price implies an 11x P/E versus shares trading near 8x, making execution and synergies important.

Longer term

AXA’s shift toward technical risk is gaining credibility: P&C growth was 7%, Commercial lines grew 9%, and the current-year P&C claims ratio excluding Nat Cat and discount improved 50bp.

AXA XL Re’s turnaround is material: roughly €200m of 1H profit and an approximately 81% combined ratio, while Nat Cat exposure has been reduced by about 35% annually over two years. Selective growth in the hard reinsurance market could support returns.

The balance sheet is structurally less rate-sensitive, with the duration gap around 0.2 years and sensitivity roughly half its prior level; management described this as a normal ongoing position rather than a temporary derivative benefit.

Longer-term earnings growth depends on technical underwriting, automation and AI-driven productivity, plus faster growth in P&C, Health and emerging markets; Life earnings are expected to grow only around 3%–4%.

Negative General Account flows of about €5bn are currently viewed as capital-light deleveraging, but sustained negative savings flows would eventually constrain Life CSM growth and cash generation.

Red flags

Management could not quantify PFAS exposure or provide a specific AXA reserve estimate, relying instead on the XL adverse development cover for 2019 and prior years.

Management said the higher frequency in Germany and Ireland was difficult to explain, leaving uncertainty over how quickly Personal lines margins can recover.

The Laya acquisition exceeds AXA’s stated share-buyback hurdle and relies partly on unquantified revenue synergies; analysts explicitly challenged the 11x P/E valuation.

Analysts pressed on whether AXA might exit XL Reinsurance, highlighting the strategic tension between reducing volatility and retaining exposure to a currently attractive hard market. Management denied an exit but continues to shrink Nat Cat exposure.

Reserve releases were only 0.6 percentage points, at the bottom of AXA’s stated 0.5–2 point range, and management said it was more cautious than usual; this supports quality but leaves less immediate earnings assistance.
